An outage tabletop without theatre
We pick one plausible cut: a 22 kV feeder, a collapsed culvert, or a fibre splice in a flooded handhole. Then we follow arrows on the paper. If an arrow has no owner, the exercise stops until someone writes a name.
Timers and sirens belong in other drills. Mapping school tabletops are quiet. People stand, point, and disagree. Disagreement is recorded in the margin as “unresolved,” with a date to return.
If the group cannot name a spare pump within two minutes, that fact goes on the failure list. Speed of recall is part of the dependency.
End with three phone numbers that must live on the map, not only in a staff directory stored in a locked office.
